Without binding compliance and conformance mechanisms, the EUDI Wallet ecosystem risks national fragmentation – similar to historical FHIR profiles.

Problem / Background
- Each Member State might interpret ETSI TS 119 478 and related profiles differently.
- Divergent attribute mappings and policy rules hinder interoperability and reuse.
- Lack of unified test suites prevents predictable quality assurance.
Proposal / Change Request
- Introduce an EU-level conformance testing framework:
- Mandatory reference validator and test vectors.
- Publication of national profiles + changelog.
- Define a compliance reporting process for QTSPs and Authentic Sources.
- Provide example validation pipelines (CI/CD-ready).
Expected Benefits
- Stable interoperability across Member States.
- Faster onboarding for Wallet Providers and QTSPs.
- Reduced maintenance and harmonization overhead.
